In his speech, he said that the issue of climate change is one of the most serious challenges facing all mankind at present, and it requires the cooperation of all countries in the world to work together. At the 2015 UN Climate Summit in Paris, the Paris Agreement was agreed to control the global temperature rise of no more than 2 °C. So far, 190 countries and regions have made “national independent contributions” to address climate change. However, the lack of funding, technology and related capabilities for developing and implementing actions in many developing countries has become the biggest challenge and most urgent need for achieving the stated objectives of the Paris Agreement.

China's domestic actions and international cooperation on climate change have effectively promoted the global climate governance process over the past decade and promoted the conclusion and entry into force of the Paris Agreement.

Therefore, in order to promote and guide the establishment of a fair, reasonable, cooperative and win-win global climate governance system to promote green, low-carbon and sustainable development in China and the world, Chinese philanthropists, foundations, university research departments, and social welfare organizations issue “climate”. The Global Action for Change initiative.

There are seven items in the initiative:

1, support the Chinese government to implement the international commitment to address climate change, actively participate in global research and practice on climate change and sustainable development, and jointly seek global ecological civilization construction, and contribute to building a community of human destiny and building a clean and beautiful world.

2. Starting from itself, actively take action to implement the Paris Agreement, practice the concept of green, low-carbon, and circular development, conscientiously complete its task of energy conservation and emission reduction, and protect the ecological environment, and contribute to the implementation of China's national independent response to climate change. 3, strengthen international dialogue. Support the Chinese government to actively participate in the multilateral process of addressing climate change. Support the "basic four countries", "positions close to developing countries", "77 countries + China", Central Europe, Central America, China and Europe plus and other multilateral and multilateral climate dialogues, as well as dialogues between local governments and non-government stakeholders.

4. Actively participate in South-South cooperation on climate change and promote the realization of the goals of the Paris Agreement on climate change while developing countries achieve sustainable development goals. Through training exchanges, help developing countries to carry out relevant capacity building, carry out low-carbon development pilot activities of climate action and economic and social development, promote energy conservation, improve energy efficiency, develop renewable energy, and apply cleaning in developing countries. Green low-carbon projects and products such as stoves. Participate in the construction of green “Belt and Road” and improve social responsibility.

5. Carry out actions to adapt to climate change and support developing countries to give special attention to adaptation as part of the goal of “national independent contribution”. Protect forests and other natural ecosystems, marine nearshore ecosystems from climate change hazards and impacts, and support developing countries to protect coastal coastal ecosystems such as coastal mangroves.

6. Establish climate change training courses, lectures and online courses, set up special scholarships, exchange students and other mechanisms to support China and other developing countries to train reserve talents in the field of climate change.

7. In order to realize the Global Action on Climate Change initiative, Chinese philanthropists and their foundations will actively participate in efforts to raise green funds for climate change in China, reflecting the support of Chinese society for global response to climate change and the implementation of the Paris Agreement.
