The 14th Global Carbon Pricing Conference
IFF Policy Dialogue II — Global Carbon Pricing Meeting 2022
Saturday 3th December, 2022
16:30 – 18:00 (Beijing time)
09:30 – 11:00 (Paris time)
Location: Guangzhou, China and online through Zoom
This session will take stock of the COP27 debates in Sharm El-Sheikh: GHG emissions are on a trajectory which is far above what should be necessary to limit the rise of temperature to 2°C. For the UN, “best estimate of peak temperature in the 21st century is in the range of 2.1 – 2.9°C”.
This event will address two topics: one about the gap between current emissions and what should be necessary and how to incentivise firms which emit carbon to contribute to bridge the gap.
The second topic will concern methane, a very powerful GHG representing a 30% impact on the global rise of temperature. According to the IEA, reducing its emissions is “the most effective means available for limiting global warming”.
AGENDA

Topic 2: The case for methane
Many initiatives are already being taken, which are certainly welcome. But more could be done in the spirit of the Montreal Protocol which mobilised the firms emitting ozone depleting substances and thereafter saved the ozone layer.
Why not mobilise the oil and gas industry worldwide in the spirit of the Montreal Protocol, reinforced by the introduction of a market for methane giving it a price, and hence act as a strong incentive for phasing out methane?
Guest speakers (7 minutes each):
- Dan McDougall, Senior Fellow, Climate and Clean Air Coalition (CCAC) (confirmed) (on the Montreal Protocol and market mechanisms applied to methane)
- Xuedu LU, IFF Academic Committee Member, Former Lead Climate Change Specialist of Asian Development Bank (confirmed)
- Nicolas Piau, CEO and Founder, TiLT Capital (confirmed) (on oil and gas firms and methane emissions)
- XUE Ming, Secretary of the Association of China Oil and Gas Industry Methane Emission Control, Deputy Head of State Key Laboratory of Petroleum Pollution Control and Senior Engineer of CNPC Research Institute of Safety & Environmental Technology (confirmed)
