International practices have proved that the development of economy is actually a learning process. The past 37 years of China’s reform and opening-up is a classical example of drawing lessons from international experience as well as learning-by-doing. China has never stopped its endeavor since the year of 1980 when it regained its seats in World Bank and IMF.
